Department for supporting the work of the Commission for Refugees and Displaced Persons of Bosnia and Herzegovina
The Department for Support of the Work of the Commission for Refugees and Displaced Persons of BiH provides expert-administrative and technical support in the work of the Commission for Refugees and Displaced Persons of BiH, which includes, among other things:
reception and processing of materials from the competence of the Commission,
preparation of materials for the Commission session,
organization and preparation of Commission sessions,
keeping minutes during Commission sessions,
implementation of the conclusions reached by the Commission,
the procedure for appointing Commission members and observers in the work of the Commission,
preparation of the annual Report on the work of the Commission,
preparation of the Commission's annual work program.
The Commission for Refugees and Displaced Persons of BiH was established by the Law on Refugees from BiH and Displaced Persons in BiH (¨Official Gazette of BiH¨ no. 23/09, 21/03 and 33/03).
The competences of the Commission are:
approval of reconstruction and return projects, which the Ministry of Human Rights and Refugees collects and forwards to the Commission for consideration,
approval of joint projects, which will be implemented through the Return Fund,
issuing authorizations for the financial implementation of approved reconstruction and return projects through the Return Fund,
supervision over the financial implementation of approved reconstruction and return projects, including the preservation of funds from the Return Fund,
giving guidelines when drafting by-laws regulating the work and organization of the Return Fund,
consideration of quarterly and interim reports submitted by the Director of the Return Fund regarding the management of funds and the financial realization of approved reconstruction and return projects.
The Commission consists of nine members, three of whom are from each of the constituent nations of Bosnia and Herzegovina.
The Ministry of Human Rights and Refugees of Bosnia and Herzegovina, with the consent of the Council of Ministers of Bosnia and Herzegovina, proposes four members, the governments of the entities propose two members each, one of whom is the minister for displaced persons and refugees from each entity, and the Government of Brčko District of Bosnia and Herzegovina proposes one member of the Commission.
The Minister for Human Rights and Refugees must be one of the members on behalf of the Council of Ministers of Bosnia and Herzegovina. The proposed members are appointed by the Presidency of Bosnia and Herzegovina.
The Council of Ministers of Bosnia and Herzegovina will invite the heads of missions of UNHCR, OHR and OSCE to designate their representatives, who will participate in the work of the Commission as observers.
Organizations and associations that deal with the issues of refugees and displaced persons in Bosnia and Herzegovina have observer status in the Commission, which will be appointed by the Presidency of Bosnia and Herzegovina at the proposal of the Ministry of Human Rights and Refugees.
